The Helsinki Final Act, also known as the Helsinki Accords, is the document signed at the close of the third phase of the Conference on Security and Co-operation in Europe, held in Helsinki between 30 July and 1 August 1975 after two years of negotiation. Thirty-five participating states, comprising every European country of the time except Andorra and Hoxhaist Albania along with the United States and Canada, signed the Final Act in an effort to ease Cold War tensions between East and West. Unlike a treaty it was not binding and required no parliamentary ratification.
