Anglo-Moroccan Treaty of 1856

Treaties and International Agreements

The Anglo-Moroccan Treaty of 1856 was signed on December 9, 1856, in Tangier by John Hay Drummond Hay for the United Kingdom and Muhammad al-Khatib for Sultan Abd al-Rahman of Morocco. Its 38 political articles set out consular status, privileges and freedom of movement for British subjects in Morocco, while a separate 8-article commercial section fixed a 10 percent customs tariff and abolished the state trading monopoly of the Makhzen, opening Moroccan trade to foreign merchants. Though Morocco kept its formal independence, the treaty gave Britain substantial commercial and political advantages and became a model other European powers followed in their own dealings with Morocco as its power declined.
