State capitalism is a variant of capitalism in which the state itself takes an active entrepreneurial role in economic production, controlling significant means of production and generating profits that it reinvests for further state-directed production. It claims no independent theory of political legitimacy distinct from whatever regime already governs the state in question; its own justification is narrowly economic, that state ownership or control of key firms lets a government pursue strategic, security or developmental goals it judges private capital alone would not reliably deliver. Under this system the state functions in a manner resembling a business enterprise, but its economic interventions and investment decisions are driven by political as well as commercial goals. Vladimir Lenin gave the term one of its earliest deliberate uses, describing the New Economic Policy he introduced in 1921 as a controlled retreat into state-directed capitalism, a transitional stage he argued the Soviet state needed to pass through before full socialism was possible. It is distinguished from socialism in that state capitalism permits private enterprise to continue operating, often in direct competition with state-controlled firms, rather than eliminating private ownership of production entirely. Examples include China's state-controlled enterprises operating alongside private firms, Denmark's state-owned banks and enterprises, and state-owned oil companies such as Saudi Aramco and Malaysia's Petronas. The atlas records no single honest founding year for state capitalism, since it is a structural variant of capitalism identified by degree of state ownership rather than a doctrine founded at a specific moment.
Facts
Founding ContextThe term describes arrangements in which the state itself owns or directs major productive enterprises run on a for-profit, market-facing basis; usage of the concept grew through debates within Marxist and socialist circles over how to characterize Soviet economic organization, and it is applied today chiefly to states such as China and Singapore that combine market competition and private enterprise with substantial state ownership and direction of strategic industries. 1 Classification

Nobody has combatted State Socialism more than we German Socialists, nobody has shown more distinctively than I, that State Socialism is really State capitalism!
