The Addis Ababa Agreement was a 1972 treaty, mediated by Emperor Haile Selassie and negotiator Burgess Carr of the All Africa Conference of Churches, that ended the First Sudanese Civil War between the government of Sudan and the Southern Sudan Liberation Movement, known as Anyanya. It created the Southern Sudan Autonomous Region, consolidating the Equatoria, Bahr el Ghazal and Upper Nile provinces under a separate legislature and executive and integrating southern soldiers into the national army and police. The settlement held for roughly a decade before President Gaafar Nimeiry abolished the autonomous region in 1983 and declared Sudan an Islamic state under Sharia law, a move that triggered the Second Sudanese Civil War.
