Spain is a parliamentary constitutional monarchy in Southern Europe, its capital Madrid. The King serves as head of state while the Prime Minister heads the government, and the bicameral Cortes Generales, comprising the Congress of Deputies and the Senate, holds legislative power. Spain is governed under the Constitution of 1978.
