The Constitutive Act of the African Union was signed on 11 July 2000 in Lome, Togo and entered into force on 26 May 2001 once two-thirds of its 53 signatory states had ratified it; all 55 African states have since ratified it, with South Sudan and Morocco the last to do so, and ratification is what formally admits a state to the Union. It sets out fourteen objectives for the African Union, among them continental unity, defense of member states' sovereignty and territorial integrity, political and economic integration, peace and security, democratic governance and human rights, and coordination among Africa's regional economic communities.
