The ASEAN Charter, the constituent instrument of the Association of Southeast Asian Nations, was signed on 20 November 2007 at the 13th ASEAN Summit in Singapore and entered into force in December 2008, thirty days after Thailand deposited the final ratification instrument on 14 November 2008. First proposed at the 11th ASEAN Summit in December 2005 and drafted by a high-level task force through 2007 following recommendations from an ASEAN Eminent Persons Group, it gave ASEAN its own legal personality and aimed to move the organization toward a single free-trade area covering some 600 million people, styled by some observers as an EU-style community.
