Signed at the Hieronymites Monastery in Lisbon on 13 December 2007 and in force from 1 December 2009 after ratification by all then twenty-seven member states, the Treaty of Lisbon amended the EU's two founding treaties (the Maastricht Treaty, restyled the Treaty on European Union, and the Treaty of Rome, restyled the Treaty on the Functioning of the European Union). It gave the European Council formal EU institution status for the first time, gave the Court of Justice of the European Union its current name and two-court structure, confirmed the European Central Bank as a formal EU institution, made the Charter of Fundamental Rights legally binding, and introduced the Article 50 withdrawal procedure later used for Brexit.
