The political and legal process, completed on 3 October 1990, by which the German Democratic Republic (East Germany) was absorbed into the Federal Republic of Germany (West Germany) less than a year after the fall of the Berlin Wall. Free elections in East Germany in March 1990 produced a government committed to rapid unification, and the Two Plus Four Treaty, negotiated among the two German states and the four World War Two Allied powers, settled the external and security questions reunification raised. Chancellor Helmut Kohl, who had proposed a ten point unification plan the previous winter, became the first chancellor of the reunified country.
