The Security Council is the United Nations organ charged under Chapter V of the Charter with primary responsibility for the maintenance of international peace and security. It has fifteen members: five permanent (China, France, Russia, the United Kingdom and the United States) each holding a veto over substantive resolutions, and ten elected for two-year terms. Its decisions on matters of peace and security, unlike those of the General Assembly, are binding on all UN member states.
