Arthur James Balfour, 1st Earl of Balfour, born July 25, 1848, in Whittingehame, East Lothian, Scotland, and died March 19, 1930, served as Conservative Prime Minister of the United Kingdom from July 1902 to December 1905, succeeding his uncle, Lord Salisbury. His government passed the Education Act 1902, restructuring English school administration, and negotiated the 1904 Entente Cordiale with France. He is more widely remembered for his later role as Foreign Secretary, when he issued the 1917 Balfour Declaration expressing British support for the establishment of a national home for the Jewish people in Palestine.
