Jean-Baptiste Colbert (1619 to 1683) was Louis XIV's controller-general of finances from 1665 to 1683 and secretary of state for the navy from 1668. He is the most often cited practitioner of mercantilism, using tariffs, state-chartered manufactures and colonial trade law to build French industry and naval strength at the expense of Dutch and English commercial rivals, an approach French historians later named colbertisme after him.
