Jose Raul Mulino Quintero, born June 13, 1959, in David, Chiriquy, has served as the 39th President of Panama since July 1, 2024. A lawyer with a maritime law degree from Tulane University who practiced maritime law and co-founded a law firm in 1988, he served as Vice Minister and then Minister of Foreign Relations under President Guillermo Endara from 1990 to 1994, negotiating treaties with the United States and United Kingdom, and later as Minister of Government and Justice and Minister of Public Security under President Ricardo Martinelli from 2009 to 2014. A member of the Realizing Goals party, he was originally Martinelli's vice-presidential running mate for the 2024 election; after Martinelli was disqualified over corruption convictions, Martinelli endorsed Mulino as the party's presidential candidate, and Mulino won with 34.2 percent of the vote, about ten points ahead of his nearest rival.
