Mohammed bin Rashid Al Maktoum, born July 15, 1949, has served as Prime Minister and Vice President of the United Arab Emirates and as Ruler of Dubai since early 2006, succeeding his brother, Maktoum bin Rashid Al Maktoum, on Maktoum's death that year; he had already served as Crown Prince of Dubai since 1995 and exercised de facto rule of the emirate for roughly a decade beforehand. His federal head-of-government office is constitutionally distinct from the UAE presidency, held separately by Abu Dhabi's ruler. Under his leadership Dubai has pursued rapid development into a global city, including the Palm Islands, the Burj Khalifa and the Emirates airline.
