Otto von Bismarck (1815 to 1898) was the first chancellor of a unified Germany, serving from 1871 to 1890. Between 1883 and 1889 his government enacted the first modern state system of compulsory social insurance, covering sickness, workplace accidents, and old age and disability, a program he pursued chiefly to undercut the growing appeal of the socialist movement to German workers, and which laid the modern institutional cornerstone of the welfare state.
