Ramon D. Bagatsing Sr. was a Filipino politician who served five terms as Mayor of Manila from January 1972 to February 1986, one of the longest tenures of any chief executive of the Philippine capital; this entry places him under this atlas's Heads of State and Government subcategory as the closest available fit, since the type's current subcategory scheme names no separate bucket for city government.
