To Lam served as Vietnam's 13th President from May to October 2024 while concurrently serving as Minister of Public Security, and became President again in April 2026 after being elected to a full term. He spent more than 40 years in the People's Public Security Forces, rising to four-star General and serving as Minister of Public Security from 2016 until his first presidential election in 2024, succeeding a predecessor who resigned amid the country's anti-corruption campaign.
