The Environmental Protection Agency is the United States federal agency responsible for setting and enforcing national standards for air and water quality, chemical safety and pollution control. It was created not by a single act of Congress but by President Richard Nixon's Reorganization Plan No. 3 of 1970, which consolidated environmental functions scattered across several existing federal departments and agencies into one body; its first Administrator, William Ruckelshaus, was confirmed by the Senate on December 2, 1970, the date the agency treats as its founding.
